First off, you called the mother of the child a lady and I personally think a lady would never find this kind of behavior acceptable. The term lady is used for any female in general due to ignorance. Woman is a more acurate term.

I have observed that the Chinese population at large do not want to take a path that is more difficult than necessary. What that means is if it is easy then that is what they do. In this situation nobody complains to the mother because that will cause them to do more work and more work is unacceptable. So they may think it is wrong but they will avoid any extra effort. Yes, the mother is shameless, in the photographs you see the mother standing at a distance as if she were not a part of the situation. Obviously she did not take any precautions to ensure her child had gone to a proper bathroom prior to being forced to allow her daughter to expose herself in public and perform an act that is normally considered very private.

at least mum wiped her bottom for her afterwards. quite amusing to westerners, and in fact quite harmless save for the lack of pooper scooper. I have witnessed same several times including a young mum or might have been his sister, holding and aiming a small boy's penis whist he relieved himself in the gutter at a busy street market. And that was in France.

I see this kind of thing every day in China. These people are countryside peasants and don't know better.
